What applies to recreational pilots, hobbyists, and standard drone operators in Italy?

  • Maximum altitude is 120 meters AGL in uncontrolled airspace.
  • Flying over historical city centers (Rome, Florence, Venice) and archaeological parks is strictly prohibited in Open.
  • Operations in military firing ranges (Salto di Quirra, Capo Teulada, Aviano) are strictly prohibited.
  • QR-code operator registration on D-Flight and liability insurance from 0 grams is mandatory.
  • Enforcement by Carabinieri and ENAC is rigorous with severe fines for unauthorized flights.
Commercial filming or operating outside Open rules? Filming in populated urban centers, at night, within controlled CTR airspace, or with full-frame cinema drones is strictly prohibited in Open and legally requires an EASA Specific authorization.
