What applies to recreational pilots, hobbyists, and standard drone operators in Monaco?

  • Recreational drone flying (Open category) is 100% prohibited throughout the Principality of Monaco.
  • There is NO Open Category in Monaco: every drone operation requires formal ministerial clearance from DAC Monaco and Public Security.
  • Applications must be submitted at least 15 working days in advance with detailed operational risk assessments.
  • Commercial pilots must hold certified EASA Specific credentials and specialized insurance.
  • Strict enforcement with immediate equipment confiscation and severe criminal fines for unauthorized flights.
Commercial filming or operating outside Open rules? Filming in populated urban centers, at night, within controlled CTR airspace, or with full-frame cinema drones is strictly prohibited in Open and legally requires an EASA Specific authorization.
